CCOM
The CCOM project will strengthen integrated child protection systems by operationalising child participation in case management and decision-making for child victims of domestic violence. It utilises the standards of Keeping Children Safe to introduce the Children-Centred Operational Mechanism (CCOM): a rights-based, trauma-informed pathway that enhances communication, transparency, and places the child at the centre of protection procedures. The CCOM is structured around the ANCHOR framework (Acknowledge, Navigate, Connect, Hear & Reflect, Open Paths, Review) to ensure that children are recognised, listened to, and supported at every stage of the process. The project will co-develop the mechanism with children and professionals and test it with real-life cases and national simulations. It will also facilitate the creation of Local Practice Cycles that will be maintained beyond the project to monitor and oversee the integration of CCOM. Lastly, the project will produce training materials for knowledge transfer from senior professionals to their team regarding the CCOM. CCOM directly supports the development of resilient, child-friendly protection systems by providing a practical and scalable way to apply existing EU standards. It helps professionals work consistently and transparently, ensuring children are both protected and actively involved in decisions about their support.
Impact
The CCOM project will strengtheν child-centred and participatory approaches within social welfare systems across Europe. It will empower child victims of violence to actively participate in decisions affecting their lives, while improving communication, transparency, and trust between children and professionals. Social welfare professionals will gain practical tools and trauma-informed methodologies to provide more consistent and inclusive support, leading to improved coordination and quality of services. At institutional level, municipalities and regional authorities will integrate the CCOM and ANCHOR framework into welfare policies and daily practices, contributing to long-term systemic change. The project will benefit children with fewer opportunities by promoting inclusive participation regardless of gender, age, disability, or migration background, reducing inequalities and embedding sustainable, child-friendly protection mechanisms within social service systems.
Our Role
Innovation Hive will lead the Knowledge Transfer Course and the accompanying guide aimed at strengthening the capacity of senior social welfare professionals to understand, apply, and effectively transfer the CCOM and ANCHOR framework within their organisations. In addition, Innovation Hive will coordinate the creation of training materials, practical tools, and mentoring methodologies, support the evaluation of the course by professionals, and ensure the translation and dissemination of the materials into Greek, Spanish, Italian, Romanian, and Hungarian, contributing to the sustainability and wider adoption of the CCOM methodology.
